The Town of Damascus is selling my canine partner Emmy to the highest bidder. I worked alongside Emmy for two years and want to keep her with me and her family she as grown so attached to.

In May of 2012 I, Justin C. Miller traveled to St. Alban West, VA to pick up my new partner.  That partner was dutch shepherd  Emmy.  For two years and two months Emmy and I lived together, trained together, and worked together to help keep the citizens of the Town of Damascus safe.  In July of 2014 I resigned from the Damascus Police Department alongside the Chief of Police due to a lack of support for the police department from the Damascus Town Council and the Mayor.  It was my understanding that after 2 years of service Emmy belonged to me in return for me caring for her.  However, only a few days after my resignation I was contacted by the Interim Chief of Police demanding I turn Emmy in because she was Town property.  Until August the 4th I was unaware exactly what Emmy's fate would be.  On that night the Damascus Town Council unamamousely voted to sell Emmy to the highest bidder after determining that the department no longer had any use for her.  They set a minimum bid of 3000 dollars.  Please help me raise this money to buy Emmy and keep her where she belongs, with her family.  To them she is just a piece of equipment to make them money, but to me she is a living, breathing, family member, that in the last 2 years has spent more time with me then my own wife.  Thank you in advance, and God Bless.

Thanks to everyone for all the generous donations.  Tonight the Town of Damascus accepted my bid on my canine Emmy.  This would not have been possible without youcaring.com.  Thanks to all of you Emmy can now stay in her forever home!!!

Last night I gained a little respect for atleast one member of the Damascus Town Council.  I spoke with her in person for almost two hours and laid everything out on the table.  There were many issues that the council according to her were not aware of including the way I was talked to initially when I was ordered to brind Emmy back to the Town, The conversation I had with the Town attorney, and many other issues.  She stated she thought everything would go smoothely and asked that if anyone showed up to support Emmy and I to not be disorderly because that would only hurt my case.  I agree and if anyone is planning on coming please be respectful.  Thanks for the support and sorry for those of you I have not contacted via email who asked for an update.  I will let everyone know what happens as soon as I know.  The meeting is tomorrow night at 6:00 PM.  Thanks again, all prayers are appreciated.

Thank you to everyone who has given to help Keep Emmy home.  Due to the overwhelming support from all over the world I am going to shut down the fund raiser here at you caring a little early.  I think I have more then enough to get Emmy, and like I said the left over funds will be donated to local animal shelters in my area.  Right now I plan to give the funds left over to Saving Grace, and Happy Tails animal rescue.  This would not have been possible without everyones help and I am blessed that there are so many people out there who are so caring.  I will find out if my bid will be accepted on September 8th and with all the attetnion that has been brought to this situation I don't think they will deny my bid.  Thank you all and god bless.

Hello friends!  I have been getting a lot of questions and there have been some developements in the fight to Keep Emmy Home.  First off, thank you to everyone no matter how small a part you played in all this.  I would surely be lost without all of you.

Second, I think this battle is nearly won.  Not only have we raised an amount of money I thought would be impossible but Emmy also has 133,000 supporters on my petition for the mayor and council to accept my bid on her.  With this the mayor, Jack McCrady was interviewed again on WCYB and this time admitted that the town will accept a bid if it is enough to pay for a new dog and to put a handler through a handler school.  If you followed the emails this is an improvement over him saying they may keep Emmy due to the department interviewing 2 canine handlers.  From what I have heard they hired 3 new officers and none have any experience handling a canine.  However it seems that plans for the town have changed, you heard that right he said enough for a new dog and to put a handler through a handler course.  It's funny he makes this announcement after Keep Emmy Home had raised quite a bit more money.

So it went from a minimum bid of 3000 dollars which was what they agreed on was the "fair market value" of emmy to needed a new dog "probably around 4000 dollars" and enough to put a green handler through a handlers course "about 2200"  This is vague however because emmy was not an import, we got her from West VA so she was much cheaper as apposed to an imported dog.  Maybe they decided they want an imported dog?  I'm really unsure of what the council, the chief of police, and the mayor are thinking.  You would think covering the cost of the dog would have been enough when I got no compensation for buying her food, part of her vet bills, exercising her, training her, grooming her, and applying medicine.  Especially when they originall said they had no need for anotehr dog.  But that all changed when more money was donated.  However lets not dwell on the bad news but the good.  It does appear I will be allowed to buy Emmy if the dollar sign they decide they want can be provided.  Thanks to all of you that is possible.  Not only that but it also appears there will be some money left over for the local animal shelters in my area.

Keep spreading the word, and lets try to reach the 150000 mark on supporters for Keep Emmy home at www.change.org. If anyone does feel the need to contact Chief of police Roger Dowell, Mayor Jack McCrady, or the town council members be sure to be respectful with your comments whether you feel like they deserve respect or not. 

PS The bids on Emmy will be concluded on September-08-2014.  That is the Damascus Town Council meeting located on West Laurel Aveneu at the Town Hall in Damascus.  It is open to the public.  This is where the sealed bids will be opened, and I assume when they will decide whether to give Emmy to me or not.  Keep in mind they reserve the right to deny any bids, so the honorable thing to do would be to deny any bid but mine if there is more then one in return for my care of Emmy the past 2 years.  If they go this route the town can save face and actually end this with a honorable gesture, the ball is in their court.

Thanks so much to everyone donating.  I am overwhelmed at the support everyone is showing.  It looks like I am going to have more then enough to get Emmy back.  Hopefully that is the case due to if there are any excess funds I will be donating them to local animal shelters who get no county funding.  I have answered several e-mails from people and I am sorry if I missed yours.  If you don not hear back from me in a day or two feel free to send another email in case I missed yours.  Thanks again to everyone, and God bless you all.

Hello everyone.  First off I would like to thank everyone for the enormous support I received.  We were able to reach the minimum goal in less then 24 hours.  I think that alone sends a clear message.  At this time we have raised 5135 dollars.  That is just awesome!  I have received several emails from people wanting to know if I was able to buy Emmy and wanted to know if they needed to start making phone calls.  

I should know a timeline that the council will be accepting bids for Emmy tomorrow, right now all I know is what the mayor Jack McCrady said on the news which was they will be advertising for 30 to 60 days.  My plan is to bid enough so that the Town of Damascus could buy a brand new trained dog and also put a new handler through a handlers course.  I feel that if they deny this bid they are clearly showing they do not have the best interests of the town in mind and are proving this is a personal vendetta targetting me for supporting ex chief of police Bill Nunley.  I don't want to say the exact number I will bid to avoid them being able to plant someone to run the bid up on me but it will be around 5200 dollars.  In his interview the mayor said they were interviewing 2 narcotic canine handlers so they may not even allow me to buy Emmy.  I have the sneaking suspicion this is false and the handlers they are talking about are the new chief of police Roger Dowell who handeled a bomb dog for a little while and then stopped training with her and a former employee who is also angry with the department at this time.

So to turn up the pressure and encourage the council and mayor to allow me to buy my dog with enough money to buy a new trained dog and train a green handler "which by the way was not needed for me due to my previous experience training dogs", I think it would be a great idea to start calling them and writing letters on Emmy's behalf.  I will put the mayor's as well as the councils, and Town Halls number to contact the chief of police Roger Dowell.  Remeber be respectful even if you think they don't deserve that and lets get the point across.

In addition I will be contacting the veteranarian at the Virginia Tech Vet College who did all the work on Emmy's injured teeth.  I will be asking her to write a letter on my behalf twlling the mayor and the council how bad Emmy's seperation anxiety is.  I had to leave her overnight for one of her procedures and they had to keep an intern up with her all night to keep her from harming herself.  Imagine what would happen to her with a new owner.  I will keep everyone updated on that situation.  So share Emmy's story on facebook, continue to donate because due to youcaring charging a small fee per donation I am still a little short of the number I want to bid.  Also remember call the Town council and speak to each one if you want, remember they voted unanamously to sell her to the highest bidder.  Not one of them thought it may be detremental to the dog or to me.
